We recently carried out an informal consultation to introduce a CPZ in the Westoe Ward of South Shields. The response rate was low and there was insufficient support to move forward with the proposal. From analysing the data, it was clear that most complaints about a lack of parking had arisen from residents who live at the top of Westoe Road near commercial premises and so a smaller more targeted consultation was conducted with 20 household’s (numbers 182 -214)
We proposed to introduce 2 hours limited waiting no return within 4 hours except permit holders.

Conclusion
The consultation received a low response rate, with only 4 of 20 households submitting comments. Of these, all were in favour of introducing permit parking, although some had concerns regarding enforcement.
Local business representatives expressed strong opposition due to the perceived impact on trade and staff parking.
Given the limited number of resident responses. The split in opinion between residents and businesses, combined with the high level of vehicle ownership among residents, we have decided not to proceed with this proposal.

Overview
Thank you for taking part in the recent consultation regarding the possible introduction of a Controlled Parking Zone (CPZ) In Westoe.
Following careful consideration of all responses, there is currently insufficient overall support from residents across most of Westoe for a full scheme to be implemented.
However, there was a notable level of interest from residents living in the upper section of Westoe Road (Nos. 182–214). As a result, the Council is now considering the introduction of a limited resident-only parking scheme in this short section, operating during the evenings only.
Before any final decision is made, it is important to highlight the following key points:
- Majority support is essential for this proposal to progress. There are 17 residential properties in this section, and a clear majority of those must express support for the introduction of resident parking.
- We need to improve visibility for traffic emerging from East George Potts Street onto Westoe Road which will reduce parking in the area further. The remaining space should accommodate 19 vehicles, which suggests that, if managed correctly, most residents should benefit from greater parking availability in the evenings.
- However, it is important to note that the purchase of a permit will not guarantee a parking space especially if households own multiple vehicles. Permits would be allocated fairly and in accordance with Council policy.
- If demand for permits outstrips parking capacity, then the scheme may not be feasible.
We invite residents in this section of Westoe Road to express their views on this revised proposal. Your feedback is essential in determining whether a limited CPZ will be taken forward.
Key Features of the Proposed CPZ:
• Residents and their visitors would need to apply for permits to park on the road during controlled hours.
• The scheme would operate during specific times. The proposed times are 5pm - 8am.
• Non-permit holders would have unlimited parking access outside of the controlled hours.
• There will be a cost associated with resident and visitor permits to cover administrative and enforcement costs.
