Main questions / concerns:
Q1 - “This scheme will have a knock‑on effect on residents on Harton Lane.”
A1 - As with any new pay‑and‑display scheme, some level of displacement is expected. The team believes the impact on Harton Lane residents should be minimal; however, if issues do arise, the team will treat this as a priority and take appropriate action to prevent negative effects on residents.
Q2 - “People may start hanging around aimlessly unless the car park closes at a set time.”
A2 - There are currently no plans to close the car park overnight. The Council retains the authority to close any car park if required. Should anti‑social behaviour occur, the team will work with Police colleagues to determine appropriate measures.
Q3 - “As residents, we should have access to free parking, including being able to use our display tickets for both the car park and on‑street parking near our homes.”
A3 - The team can look into this following implementation of the scheme.
Q4 - “We support changes if residents can park in our car park for free using display tickets. Other people get free on‑street parking, why should we pay? It’s very expensive.”
A4 - Unfortunately, the location around the hospital is among one of the busiest areas, and to be guaranteed a space near your property, a permit scheme is required. If a resident wished to park in the car park, they would need to pay the same as everyone else.
Next Steps
The scheme will now progress to the legal consultation stage, including publication of a draft Traffic Regulation Order (TRO) and a 21-day period for formal comments. As this is ongoing, the team will prepare our construction department for the installation of the crossing point.
Overview
South Tyneside Council’s Parking Services Team is seeking feedback on a proposal to introduce Pay and Display parking at a disused area near South Tyneside District Hospital, within the grounds of the old Brinkburn site. This site is currently unused, and we aim to bring it into service as a managed car park to improve parking availability in the area.
As part of this proposal, we also intend to include on-street parking along McAnany Avenue within the Pay and Display scheme. This will help manage demand and ensure fair access for all users.
We recognise that the proposed changes may affect some residents more than others and we encourage all residents to share their views during this consultation period.
